Recovery of submitted jobs to backup printer/pool when primary fails

The ability for PM to direct all remaining jobs (and those un-finsihed) from a primary printer/pool to a named backed printer/pool. There is no need to reprint the partially printed from from the lost printer/pool but it would be useful to print a recovery banner page when the partial job prints to the back up printer
